GMAT 逻辑题 因果推理和目标方案型的题目如何区分？

求教 各位大神！！！有谁有技巧判断哪个是因果推理题哪个是目标方案型的题目吗！！真是看的快晕了也搞不清〉〉〉

因果推理和方案目标的最大区别：

有方案，待评价（无评价），就是目标方案。
有方案，有评价，就是因果推理。

可是这个题呢
The new bridge has alleviated downtown congestion and has saved commuters' time. Unfortunately, the constant use of the bridge last winter created numerous potholes which resulted in many accidents. If the bridge is not resurfaced before next winter the bridge will become unusable. So, the bridge must be closed temporarily.
目标：修理桥面。方案：暂时关闭大桥。暂时关闭大桥的这个方案在论述中并没有被讨论过。为什么不是方案推理而是因果推理呢？
