主要态度在第二段可以看出来。This rule does not imply that cost-cutting should not be tried。同时通过文章，可以看到这种方法不是不可以用，但靠它实现不了目标。所以选D

E错在promising，一个不能实现目标的方法怎么能是promising的呢？

inadequate就是不够充分的意思。
