我认为,对于not only... but (also)优先级考虑是作为平行结构,因为also是副词,在不影响句子平行的前提下是可以省略的,省略后的意思仍然是“不仅,,而且”。 而且大全中好像没有省略了also就要在前面加助动词这一说法和例子,请看下例中解释中的红字部分:

不过如果前面没有not only,后面直接加but,这倒真的是两个句子,表示转折。:)
