1、100%是同位语。

2、in 1910之前的句子说，以前的调查只考虑从南方农村迁徙的人。然后作者给出了一个他认为也是迁徙人口的一部分的例子，既1910年，政府的统计中说有这么些600,000 黑人工人工作在manufacturing

and mechanical pursuits，作者认为“The Great Migration could easily have been made up entirely of this group and their families”。

简单说就是，“关于到底是谁在迁移始终没有被仔细的调查过。有人说农村人口是迁徙的主要人口。但政府报告说1910年的时候工业企业还有6000000的黑人工人，我认为他们也包含在大迁徙中”

谢谢，rakesun和wangyu gg，看来我的问题出在同位语上，由于同位语的出现，就弄不清句子成份之间的关系。
