所以原文有个GAP，50万ADOPTION是否说明只有50万儿童等着被收养呢？如果，虽然只有50万ADOPTION发生，但是实际的等待收养的儿童远远大于50万的话，原文的推理会有问题的。

答案C就搭了个桥。

A说等待ADOPT的承认增长，在我看来有点削弱功能，说明1982年的等待ADOPT的承认远远少于现在的200万。

as for c, that adoption equals the children available leads to that in 1982, 50,000 children were available for adoption, which is too less than 2 million.

a merely mentions the couples that want to adopt increased, but does not mention about the amount of the available children.
