e 是无关选项， 私田放牧纪律变大也是你的猜测，也可能变小呢。 都留自己的地闲着， 就只用公家的。

看了几遍还是想不明白，可能这个情景对于中国背景的考生是不好理解的。

你多用，我也多用，看谁用得又快又多，占的便宜就比别人多嘛，反正是大家掏钱一起养。所以公共牧场不可能好。

如果使用者稍微过度使用公共地，其他使用者可能会这么做甚至过度使用得更厉害，这样导致的结果每一user的费用超过了他们的利益。）（这答案相当委婉了——难）
