我咋么还是觉得GWD9-23的C答案有问题

我当时在做的时候就在旁边匆匆写了个“关系倒”

对应文章最后一句，

African American unionists thus succeeded in strengthening the unions while using them as instruments of African Americans’ economic empowerment.

最终非洲裔美国人in strengthening the unions ，并且把这个成果作为了谋求economic empowerment的手段工具

而23-C，They believed that the economic advancement of African American workers depended on organized efforts to empower all workers.

却把empower all workers作为了economic advancement 的前提……

不知道我是不是理解错了

唉....这题我也是被剃了个光头, 也是迄今为止最差的, 无论如何后天就考试了. 轻松上阵拉.
