这一题应该用什么时态？

这一题当时答案是选对了，选B,但C有何不可？疑惑

3.Certain zoologists regard cows and ravens are the most intelligent of birds.
A.certain     B.are      C.intelligent      D.birds

1,不是时态的问题，已经有谓语了set up temporary shelters     选D

2，B，   after 后不能省略主谓结构，它可以做prep+a noun

3，B->as，regard sb/sth as  a noun
