I think D should be better than A.

The second boldface should not be the ground of the rejection to the first boldface. The first one is presented as ill-conceived because " developers would outbid any other bidders."

And the second boldface is the basis of the argument's solution, which is to help the farmers to modenlize their lands.

这题肯定是选D的。第一个划线部分是个goal,但是文章没有说这个goal不能实现呀。特别是最后一句说，应该有个更加考虑周全的方案才好。

另外，请楼主把题号标清楚，方便后来人。

这是我在做那个最新题13套里第二套的一个题，可是那个第二套只有逻辑啊，不是有41题那种的摸考题，所以我也不知道该怎么写题号了

偶想借这题问问做BF题目该用啥方法可以快点呢? 是先看一遍全文,然后对照答案呢? 还是就看这2句话然后看前后文字结合答案呢?
