题干逻辑：1994年每个工人产90磅废物，去年每个工人产40磅废物->飞机制造商达到废物减半的目标。

D: 飞机公司工人去年的周平均工作小时数比1994年没有明显增加。。。。题干是按年计算每个工人产废物，不是按小时计，而且根本没提小时的事情，无关！
E: 只有工人数量1994年和去年差不多，每人年产废物量 x 工人总数 = 年排废物量 依据这个公式对比1994年和去年的废物总量才有意义！
