题目说的是这个人全国旅行然后发现1930前建的房子都很好，然后得出结论1930前工人普遍在做工技术方面胜过以后的工人。

D选项说质量越好的房子越不容易毁坏，也就是说能从1930留到现在的房子都是质量最好的，那么作者用这些当时质量最好的房子和现在的普通房子比自然就是不成立的，因为这些质量最好的房子不能代表1930前得所有普通房子，因此削弱

怕说的不清楚，再举个例子，比如说吕布肯定比宋朝的一个小将领厉害，这是必然的，但是你不能因此得出结论说整个三国时期的武将都比宋朝的厉害，这样的比较是不成立的
