这道题目选择E,但是我看到A也觉得对啊,A是不是说一旦服务被Discountiue,会有Substantial start-up costs出现,也就是及时服务取消了,还有更大的成本出现了?

A supports the conclusion. It actually explains why restoring the train service is not a wise in term of cost analysis. But your translation is wrong. The start-up cost is for RESTORING service, not for discontinuing service.

In layman's term, the company canceled the train route years ago. If they want to reactivate the train route, it would cost a lot of money to start.

我想问。B选项为什么不对呢。。因为那边的人不用去L。。所以不是因为有车才引起的没人ride。。

Residents can go to L for purposes other than shopping and recreation.
