目标的内容是“In order to reduce the amount of residual ashShelbyville generates this year to half of
last year’s total”
不是问的垃圾量，是问的灰的量。而灰的量不等于垃圾的量。
既然灰的计算标准时卡车，那么卡车量=产生的灰的量。

而E里面说的是The total quantity of refuse collected by Shelbyville city services this year will be no greater than that
collected last year. 垃圾的总量，垃圾总量少了并不代表需要去焚烧的垃圾量少了。
