[求助]GWD13-16 選項B中的一個字newly

請大家幫忙解惑,為何Q16的B選項中的newly不構成錯誤呢? 此為歷史事件,應該是在過去發生的啊?  想好久... 請幫忙 先謝謝了!!

Q16 to Q19:

      In 1675, Louis XIV
       

       established the Parisian

       seamstresses’ guild, the first

newly的意思在这里是“以新的方式”
