这道题正确答案说选C，但是我觉得E也很有道理啊，如果美国现在的市场规模已经较大了，那么就算政府的initiative成功了，也很难有足够的发展余地让生产者维持现有生产规模呀
看了一位前辈的分析，虽然能接受C好像有些道理了，但是还是觉得找不出E的错误点，请各位NN指点一二

楼上说的对，
因为欧洲有本土市场竞争优势，
如果美国也有，则美国会保持生产水平

我觉得这个逻辑链说的是：
   因：美国成功的增加了国内需求
   果：生产者能够维持现有生产
我总觉得C是美国发起的对策能够成功的条件（也就是说，美国在本土有竞争优势，所以我们可以相信它的这一政策可以成功），但是和逻辑链没有什么关系。
是我的逻辑链提取出问题了吗？

我的见解是。E是无关选项。
逻辑链：欧洲开发自己的市场成功了，美国同样开发自己的市场，也可以获利。
E选项说美国本土市场很小，没有任何信息说美国是否可以获利。无关。
          且换句话说，如果市场小，不可知美国开发自己的市场后是否可以弥补它在欧洲市场的收益，一样不可以maintain level。weaken。
