我觉得这个题目可以按照 支持题目对待

前提:公共停车区域的短缺-司机不执行不休息(不是不愿意)
结果:政府要建更多  
这明显是因果  选项有四种可能 (具体看lawer对于support题的解释)
B: Truck drivers are most likely not to comply with the federal law if the total time required for a trip exceeds ten hours by less than an hour.  这个是说 对于那些总运输时间只超过10小时不到1小时的司机们不会遵守 这个law 这个我认为没有关系  这个不能支持多建停车场 就可以让他们不再这里了

C:很多私人停车的地方相比公共的更加节省时间 所以从一个角度来讲 说明 公共停车场的位置不好+数量少  选择C
