Press Secretary: our critics claim that the president's recent highway  project cancellations demonstrate a vindictive desire to punish legislative districts controlled by opposition parties. 基本思路是这样的，而且大多数都可以！

assumption取非之后如果削弱就是对的，B取非之后是说那些浪费钱的项目大多是controlled by the president's party。但是题目中说 90 percent of the projects canceled were in such districts（opposition parties）。这不就削弱了结论不是为了政治目的而是因为sound budgetary policy。因为要是真的是为了sound budgetary policy，对于取非后的B选项就应该大多部分被取消的是controlled by the president's party。
