我不是很明白的一点是题干说不补助the cost of owning and operating a private aircraft ”，但是中层管理者只是“on board”，这并不在“own and operate”的范围，
那为什么还是不能补助呢？谢谢！

管理人员在得不到公司补助私人飞机的情况下，可以选择公共航班，如果他们选择了公共航班，那么公司出钱买飞机其实就不划算了（最后一句说公司这样做最划算的）

我认为选E。
主要是从最后一句话推出来的，当然还有第一句话。因为联邦法律不允许对使用进行商业用途的私人飞行器的雇员进行补助，而且许多中层人员使用这些用于商业的私人飞行器，所以他们的行为是合法的，并且没有收到政府的补助的。
文中没有谈到高层人员的情况（D），也没说large business的情况是如何的（C）。更没有说政府法律花商业金钱（A），并且没说commercial airlines
