这个正确答案是A
但是我觉得这个答案有问题。
问题问的是选项哪一个最能证明：如果这个proposal被执行，会产生宣称的效果。
这个proposal就是remove the boxes。
而宣称的效果有两个：减少虚假报警和不妨碍人们报警的能力。
虽然A答案确实可以减少虚假报警，但是A答案和这个proposal没有关系，它不能使proposal产生宣称的效果。
所以我觉得A答案逻辑也有问题。
不过因为其他四个其实更不合适，A孬好对结论有作用，所以。。。。

前提：1）大部分false alarm来自于boxes发出的匿名prank call。2）人人都可以通过private phone报警，所以boxes没有存在必要性。
结论：Removing boxes既可以减少prank call也不影响人们报警的能力。
这题是Strengthen。
正确选项A正确于，当boxes remove，匿名prank call确实可以减少。
它填补了结论中的gap。结论的跳跃性在于，removing boxes后private phone照样可以打prank call，之前大部分来自于boxes只是因为这样做更方便（原文中隐含假设：boxes 的anonymity是人men偏爱用它打prank call的主因。），现在可以转移到private phone上。

叫一个方法，一开始我读这道题时，以为要考削弱。
我想这个举措出台，不能用公共电话打骚扰电话了，那么万一还有人从家里打电话呢？
结果问的是加强，那正好，家里电话也不能拨出去打骚扰电话了，这样一来，这个举措是有效的。

c取非的话就是telephone不如前者提供的信息多 不就hamper 人们举报的能力了么

2个推理有一个gap在于——当人们使用手机的时候，就不会有误报了么？
因此A选项能够避免私人手机的误报，这样才能真正减少误报
