D项说,上一次提高过路费时,桥上的交通流量减少了20%,这20%绕路了。因此可以预计,这次再提价,会有更多人选择不走这桥,从而导致authority通过提价而筹钱的阴谋失败,反而还可能收入更少。
improved意思应该是路况有所改善,至于受不收费不重要,就算收费,我们也可以推断收得比桥要少,要么那20%的绕路的是二百五吗?

说白了就是该authority没有明白自由经济的含义。还是天朝好,比如油价,我就涨价,你们有本事烧汽车柴禾啊!人家authority想涨价盘算得还是改善路况,我朝汽油涨价多收的钱都喂狗了
