The other question is similar: the children withhold the money sent to the elderly and spend the money in urban area. The income of the elderly remains the same. No extra spending by them in the rural area.

This is a sufficient assumption type of question.  You just need to plug in each answer choice and see if it would lead to the final conclusion.

D) does not help the case. Even if the number of qualified elderly people reaches its peak, since every one received their share of benefit from the government, there is no reason why their total income would not increase.

E), on the other hand says that the elderly receive two types of income, one from the government, the other from their children. And their children will reduce their portions of assitance according to those from the government so that the TOTAL income for the eldrely remains the same!
