The question is a strengthen question, not a must be true type.  Hence, if B) makes the conclusion more LIKELY, it is the correct answer.

B) simply says those who would die of cancer in T are REALLY old people.  Therefore their death would not decrease the average life expectancy number in T.

Apples against apples, not oranges.

This is a paradox question. The fact patterns are:
1) R has better healthcare than T
2) Death rate for prostate cancer is higher in R than in T

You are asked to find a reason that can explain both 1) and 2). If you pay attention to the above two facts, you would notice that both compare two region R and T. So the correct answer to solve this paradox has to dealt with both R and T as well.

Doe E) deal with R and T?

Does B) deal with R and T?
