即使平行也不该云ing的modifier, ing modifier usually modifies the the subject and the verb of the previous clause (修是前面整句，包扩主词跟动词）， 但是这里的modifiers 明显是要修是logging 跟 forest burning, 所以 that or which (云来修是the previous noun, logging and burning here are gerunds (ing words) that function as nouns) is more appropriate. So try to let the meaning decide!
