答案是B   但是我完全看不懂啊    不理解这题的意思

If you negate B, the argument falls apart. Thus, B is the necessary assumption.

是这么回事
段落里由被ticketed的车的数据推导出所有车的情况 被ticketed的车只是车的一部分，而结论句里所说的车指的是全部车。
in sum 此题的问题在于：又部分推整体！

罚单和超速不存在关系不关系的问题吧
罚单不就是超速、超速不就是罚单吗？这需要多余建立关系吗？

假如B说,超速的人反而不吃罚单,罚单只开给开的慢的人,你认为能推出最后的结论吗?

因为超速吃罚单100%肯定是超速了, 而超速则不一定100%吃罚单
