求问：C为什么不对呢？
C说：一天两次的高速公路高峰堵车时间在过去20年里，由原来的一个小时延长到了一个半小时。这不就是说：congestion 没有缓解，反而增加了么？This is my explanation: (The commuters in cars who don’t switch to railway will confront the congestions, even longer time.)
