S.O.S OG 的答案会不会错了呢？？

DS46. What is the tenths digit in the decimal representation of a certain number?
1. the number is less than 1/3
2. the number is greater than 1/4
let's suppose the number is a, if both 1&2 are considered, then 0.25<a<0.3333333.
it seems that we could conclude that the tenths digit is 3 from the above analysis.
OG said the answer is E and I don't see that why it's not C
