我觉得这道题的第一句话没有用。因为和结论无关。它想要表达的意思就是，new and more stringent rules for identifying and reporting mechanical problems have been in effect。 rules更严格了，检查出的 machanical problems就更多了。前提是什么呢？想想，如果mechanical problems本来就增加那么多，是不是就体现不出rules严格之后造成的影响了？所以，如果mechanical problems增长不到50%，说明这50%的增长是与rules变严格有关的。
