目的： lure 更多商业到downtown
途径：V当局 （1）建立modern offices (2)提供reduced local tax给在downtown租房子的business.

问题：削弱成功可能性。（就是lure 不到更多商业到downtown)

这里说most of the businesses currently located in downtown V拥有长租约。 当前的时间和目的中lure 更多business,涵盖范围不一样。一个是已经存在了的，一个是想要吸引的。这是两个概念。所以无关。

求各位NN帮忙呀~为什么我选的是A呢。就是因为现在的在suburb的business与他们在suburb的place有长期的lease，所以不能搬回到urban中，就会削弱tax incentive的效果，从而削弱了计划呀。。。
想法C选项，虽然说urban的tax rate比suburb的高，但是plan会decrease这个tax呀，为什么会是答案呢

这题我也做错了。后来一想这样的: tax 低了人就一定会来，而房子多了人不见得会来。所以key point还是tax

可是我的理解是，to have several modern office buildings 来解决The office buildings downtown lack the modern amenities 这件事情啊……为什么跟房子设计外观没关系呢？？？我选的是B，也没想通……

不对，建了房子，可以没人进来，进不进来的关键在于 tax rate，需要用tax rate去刺激，矛盾的主体是tax rate，建房子是一个措施，为了 保证吸引到的business有地方，而吸引business还要靠 tax rate

一个是建房子另一个是减税啊
否定两个手段的做法是不对的都可以视为答案吧？
