标准答案是E，可以。但D为什么不对？题目中问为什么1993年DC城中的ND减少的不明显，D说因为老的汽车已经安装了CC这种减排装置，那么相当于本来DC城中的ND污染就轻，自然减少不明显。不是也很合理吗？

题目说：   1993 颁布新规，全国各地都控制污染卓有成效。但是首都的新车比例一直都是比较起来很高的，可自从1993年以来，污染却只是“微不足道”的降低

问“为什么呢”

一个多月之后搜这道题竟然发现我之前的评论。。我决定自己回答自己一波：
文章说的是Yet although the proportion of new cars in Donia's capital city has always been comparatively high, nitrogen dioxide emissions there have showed only an insignificant decline since 1993.言下之意就是首都的排放量不如其他城市多，重点在于排放量少于其他城市，而不是在于在1993年只有一次显著的排放量下降

我有一个问题...题目问的是如何解释这个significant decline，那E这个选项只能证明为什么首都的减排效果不如全国其他地方一样那么好，但是并不能说明为什么1993年之后只出现了一次significant decline把？求大神指点

原来还有范围的问题。那D就不准确了。

我也是觉得D更符合出题逻辑就选了。没有去纠这么细的语法上的问题。如果是had had那就没有问题了。其他的E也好，A也好。觉得非常牵强。

文章说的93年以后，D说的是93年以前。我觉得无关就排除了。
但是不明白，，，B呢？如果93年以来新车卖的少，所以。。。。
是不是和文章就矛盾了，，貌似文章说的是93以后新车占的比例大。。。
求解。。各种混乱。。
