L上正解。主要看的时候削弱过去装置。过去的更花钱

我认为答案是B，因为文章中讨论的是新的节水装置是否省钱的问题，那个反对意见说新的装置剩下的钱没有安装费用多，这东东省不到20块钱一年。讨论的是省钱还是花钱，主要是跟安装这个新的装置之前情况比较。B符合，以前的装置还需要一堆东西，更花钱。
D：安装费上新的和传统的差不多，但是更换成新的装置还是需要额外的费用，这笔费用比节省下来的水钱多多了，这里也没用。
