答案是A, 可是为何D 不对呢. 象很多经济萧条,其实银行不缺钱, 但是因为经济不好,银行就收紧贷款不愿意贷给公司, 所以公司很难发展. 一直转不来弯啊.

因为D. Bankers generally will not continue to lend money to businesses whose prospective earnings are insufficient to meet their loan repayment schedules.
这个选项无论政府的这个政策有咩有都是成立的
如果一个选项在政策前后都是一样存在的，那怎么会起到削弱的作用呢？

题中政府计划：更改税制，从而刺激存款者将更多的钱存入退休金账户
结论：更多的钱会存入退休金账户，贷款者则可以借到更多钱

B选项中tax revenue与政府原本的计划及结论都没有直接关系，且题目中未出现过的first year使B选项更牵强

可是还是觉得A有问题 A说明这个plan还是有作用的 毕竟总的钱上升了 及时有个人借款来分一杯羹 但是我不lack of money了 我的绝对值还是会增加的 这样business还是会有钱的啊！

D中提到bankers will not continue to lend money to 这里的continue就代表是有existing loan，而和development loans不是一个东西。但development loan又没说是一定属于第一次借而不是第二次接，那development loan为什么不能是existing loan的一种呢？这点表示疑问。但从另一个方面想否定C选项是因为以点削面，那D也是。因为不知道没能力还钱的是一大部分还是只是一小部分。
