A中的motive,文章的确没有提到。
在B和C中纠结,最终还是选了C。因为考虑到文章以提出立法开始,以立法确定结束(eventually enacted这就是各方观点讨论下来的结果)。---最后看了GWD-RC中对于C的解释:不知所云。呵呵,笑死我了。但我还是觉得C概括了文章的脉络。。。
E好像也不太对吧,文中没有evaluate的词。

"the Home Secretary proposed in 1895 that Parliament enact legislation that would prohibit women from holding most jobs in white lead factories. "这一部分描写了those proposing certain legislation的motives,大概是LZ选A的原因吧。

可是原文并没有讲various groups对这一motive的观点啊。原文不同群体针对的是这个proposal本身(是否恰当?能否达到目的?等等),而不是它的motive。

WIDE: it opposed the proposal,viewing it as yet another instance of limiting women’s work opportunities

SPEW: Also opposing the proposal was the Society for Promoting the Employment of Women (SPEW)

WTUL: which had ceased in the late 1880’s to oppose restrictions on women’s labor, supported the eventually enacted proposal

所以E更合适。
