Since 1995, Congress has exempted oil companies that have leases issued by the federal government allowing them to drill for deep-water oil off the Gulf of Mexico from royalty payments as an incentive to spur development in times of low oil and gas prices. 题型：填空题，注意的是并不是常见的因果填空题，而是问作者的观点，所以其实是填空题版本的main point题目，还是应该按照答案应该从stimulus当中推出。当时对B答案有一些以后，感觉排放物既然增加肯定就是比以前排放得多，而化工厂负责执行这个条例，所以认为化工厂是放的最多的，其实原文只能证明化工厂获取会比以前排放的多，但是不能证明majority都是化工厂。
第二题的选项是目前见过逻辑题当中最奇妙的，其实也还是must be true只不过要求是基于高管的must be true 题目，所以不能凭感觉去选。当时觉得高管不愿意重新谈判是因为之前的签约是有利于他们的，所以如果现在改变了租约将改变对他们有利的局面。感觉“机会很少敲门两次”比较符合，但是原文已经明确的表达了高管的想法是“they expect the government to honor the terms of the contracts 。。。”

Main Idea还是要像做阅读一样仔细点，只关注了转折句‘Yet, the chemical industry, rather than the government, is responsible for monitoring the implementation of the proposal.’不行！！！
选项也要读读清楚！B‘the majority of ’ 题干 只是说了化学工业确实释放了某些致癌物，但并没有表明它释放了大部分的致癌物。
