Manhattan上一道标注750的逻辑!

觉得这道题主要是题干难理解,感觉核心逻辑链如下:
C: the national identification system (“using licenses for purposes not directly related to operating a motor vehicle”) is un-American.
P: The basis for this claim is that such a system would allow the government to restrict the liberty of its people.
不知道有没有大神能用中文讲一下题干的语义?


The Department of Homeland Security has proposed new federal requirements for driver’s licenses that would allow them to be used as part of a national identification system. Using licenses for purposes not directly related to operating a motor vehicle is un-American because it would require U.S. citizens to carry the equivalent of “papers.” Such a requirement would allow the government to restrict their movements and activities in the manner of totalitarian regimes. In time, this could make other limits on freedom acceptable.


The author assumes which of the following?

晚上回来又回看了一遍,现在是这么理解的:
关于题干想表达的意思
国土安全部提出了新的联邦驾照要求,允许它们作为国家识别系统的一部分。使用驾照目的不仅仅与驾车有关,还可能会涉及到个人的身份等隐私信息(这是与美国精神相违背的),因为这要求美国公民要携带与之相当的可以证明自己身份的文件。而这样的要求可以让政府限制公民参与极权主义运动,久而久之,也会让公民的其他自由受到限制。
逻辑链
C:这个识别系统是违背美国精神的
P:这个系统使得政府限制人们的自由
Choice(C) 取反后:对于守法的美国公民的这种限制并不违背美国传统的(精神),取反削弱,所以C
