There is no denying the fact that as a leader of government is never a easy work.To be an outstanding public official, holding a high ethical and moral standards is ncessary. However it does not mean we should ask all of the leaders to maintain the highest ethical and moral standards. There are several points need to be discussed.

Admittedly, a public official who are strict to himself or herself and keep a high standard of morale and ethic, we public will rest assured that he or she will try best to serve us. Moreover, they are not likely to bribery or use public office for private gain. Especially, under the political selection, most of us would like to selcet some charming leaders who are capable and virtuous.

However some of us neglect the fact that even the leaders who are outstanding in official career, they belong to ordinary guys who are probable to make mistakes and has some drawbacks. In fact, it will distort our instinct to ask them to have highest ethical qualities. What is worse, it has bad influence on our voters, who will become more harsh and will push too much pressure on the leaders. If all the leaders have to suffer from so much pressure from public, they could hardly focus on official jot of improving economy or education, insteand they will be confused at impossibility of satisfying the public.

What is more important thing is only a high standard of ethic or morale is not enough to be a excellent leaders. In fact, many factors like the qualities of determination, ambitious and smart. When we are judging a leader’s behavior, we should not only focus on his or her moralle aspect, what we need to do is to fully consider if the leader have a far-sighted plan of the government, or when he or he get into trouble, can he or she have courage to get over difficulties and take active actions to defeat it. After all, their daily work behaviors outweigh shapeless emotional aspect. Let me take Bill Cliton who is the 42th president in the United States for an example. It seems that no one will regard him as a virtuous leader because of his sexual scandals, while the majority of American folks give high evalution of his political behaviors during his administration. What the public values is can the leader improve the life of the public, give them more job opporunities and bring them more beniftis.

To sum up, when evaluating the quality of a effective leader, we should not over emphasize the aspect of morale, we need to consider many comprehensive aspect like his talents of managemtns and so on. For some one who wish to be a popular public official, he or she need to develop both from ethical aspect and from practical abilities. Only by coordinating both of them very well, can they win the accept and praise from the public.
