Issue 89 Claim :Many problems of modern societycannot be solved by laws and the legal system. Reason: Laws cannot change what is inpeople's hearts and minds. I agree with the statement that many problems of modern society cannotbe solved by laws and the legal system especially when it comes to moralproblems. And it might true that it is hard to changepeople’s thoughts by legislation immediately, but laws does have impact onpeople’s behaviors even on their minds. Admittedly, in our modern society, laws andlegal system is not cure-all for all problems no matter how much efforts aremade to improve and perfect them, especiallywhen it comes to issues regarding morality. It is encouraged to give a hand to others who arein trouble, but not rare are occasionssuch as a blind fellow who need help on the roadside is ignored by thepassers-by or many people would tend to overlook a little lost girl in asupermarket. However, we cannot and should not using the power of laws tosettle this problem. Many history events showed us that if we turn to laws orregulations to tackle moral problems, the outcomes would be counterproductive.Besides, a law aiming to enforce people to raise their moral standard might beviewed as sign of the decline of human civilization. However, when moral problems are involvedin the business or political field, such problems concerningthe broad interest of multitude are not simple moral issues any longer, and people'sactions must be regulated by laws and legal system.Can we imagine if governments leave all corporations developing without intervention, how our lives would be? To make maximumprofits, a business man might use inferior andfake raw materials to produce their products at the cost of potential customer’s health. Orwhat if some politicians put their self-interest above broader interest ofmultitude by abusing the power they possess? These immoral practices should notonly be reproached in the terms of morality, but also be punished by laws,designed to prevent the interest of multitude from being damaged. As for the reason that laws cannot changepeople's thoughts, it is true that the values held by people is shaped bylong-term influence by the surrounding and environment around them, always keeping constant and change a little.However, by no means can we say that laws make no difference in what is inpeople's hearts and minds. At least, in the light ofone of the characteristics of laws that laws areenforced by courts, people will intentional to controltheir behaviors to free from punishment . Forexample, people used to smoking anywhere if they want, but after the enforcement of smoking ban in some public areas,people begin to prevent themselves from breaking such a regulation. After along time, they might be inured to stop smoking in public and accept the rule from inside. Last but not least, though some problemscannot be settled by laws and legal systems, wehave alternative way to deal with them, such as education and supervises by media. It is widely accepted that educationis regarded as powerful method to change the behaviors of human. If we instillthe conception that to help each other to children, it is more likely that theyhave higher moral level than people in thisdays. Besides, media also play an important role in monitoring people'sbehaviors. Exposure of unethical behavior might callfor people to introspect their own behaviors. In sum, though many problems cannot besolved by laws, laws are indispensable for keeping an order for our society,and in the long run, it may change people'sthoughts to some extent. To eliminate all annoying moralproblems, legislation is far from enough, which require us turn to other methodssuch as education and media.
