process technologies. When
formulating a site location strategy, companies should therefore
emphasize qualitative factors to ensure that the chosen strategy
supports the company’s overall business strategy. Only after
establishing a set of desirable location options should companies
refine choices using cost-based factors.

我开始选的是D。 定位至文章最后两句， quantitative (cost-based factors) should be used to
refine choices after establishing a set of desirable location options
by using qualitative factors.

但在看了答案和一些讨论之后觉得CD都有点道理，请大家帮忙分析一下。先谢过了！

我觉得也有点道理，我开始是把C的意思看反了，所以没选……
D中的  Narrowing manufacturing site-location options arrived it through qualitative analysis
arrived it 该怎么理解呀？

 quantitative factors 后就有了一个解释的EG，合理的解释了应用

而business stradgy 等更大方向的考虑之后（理应quantitaive factors在这个大大的概念中占一部分），才得出了精辟的解释之后才能用cost-based factors.， 

小-大-应用的关系吧，我讲的不是很清楚

refine和narrow是我觉得意思也不一样的

refine是取精华，有点像elite，但是narrow是压缩的意思，不代表有取出精华的部分

collins co-build里面对narrow的解释有一个是这个：If something narrows or if you
narrow it, its extent or range becomes
smaller，因此楼上说的narrow和refine的意义上的区别其实并不成立。而且it是指问题里面的“analysis of quantitative factors”，
这样一来D选项就可以说得很通： “analysis of quantitative factors is best used for narrowing
manufacturing site-location options
arrived it through qualitative analysis. C的optimal workforce
populations并不是indicate这个workforce已经被qualitative的方法optimize过了，而是general来讲
“最适宜的workforce populations” - 恰好是第一段中的“optimal deployment of a firm's
production resources”，同时也是”quantitative analyses that trade off
transportation costs, economies of scale, and other cost-based variables”里面的“other cost based variables”。
这题我觉得选D是确定无疑的。
