先交学费再发I-20？

我现在已经把所有的申请程序都几乎完成了，但有间学校叫我先WIRE THE TUITION（交学费？？），再发I-20。如果这样，那我拒签了怎么办我已看过表格上也是按这个步骤的。
请问有谁是这个情况的吗我该怎么做呢？？

各位高手有空帮我看看吧MI。EDU

什么学校啊，这么刁钻？一般都只要交TUITION DEPOSIT的。

我已经提供了存款证明了也跟他们说明了问题，他们是这样回我的~~：
If, for any reason at all, you cannot come to MI we will refund all the
