[求助]07prep 55题,关于提高toll来提高道路的那题,CD上只有一个帖子讨论

这道题我在google上搜了一下,但是发现CD上只有一个帖子,所以故此来问问,求NN帮忙。

Accordingto the Tristate Transportation Authority, making certain improvements to themain commuter rail line would increase ridership dramatically.  The authority plans to finance theseimprovements over the course of five years by raising automobile tolls on thetwo highway bridges along the route the rail line serves.  Although the proposed improvements are indeedneeded, the authority's plan for securing the necessary funds should berejected because it would unfairly force drivers to absorb the entire cost ofsomething from which they receive no benefit.(从although开始不太理解。。。)

答案是选择D,我对于D还是挺理解的,但是对文章的最后一句和C不太理解,,,希望NN来帮忙翻译解决下,谢谢。。。
