个人觉得~

这里within the jurisdiction应该是指即将颁布的法律的有效范围，比如即将颁布的法律将在A州内实施，但是A州内的BBQ主要是由xxx的。~

既然大多数取暖是油汀或者天然气，那么焚木取暖的比例就小，那么即使不立法，烧木头的情况也在少数，所以是weaken了argument。

我想问一下，"within the jurisdiction covered by the proposed legislation"意思不是将要立法的吗？还是已经立法的？如果是将要的，后面所说的取暖方式不是还没有发生的吗？

注意，B选项的"is done with oil and nature gas"，就说明已经在用oil 和 nature gas了，不用纠结法律是已颁布还是将颁布

注意vallys后面的定语从句“where wood is used as the primary heating fuel”，说明山谷是以木材为主要加热燃料的地方，产生的烟污染了空气，因此，需要实施法律来管制。

B 是提出的legislation的管辖范围内，大多数heating和cooking是通过oil和天然气（is done很正常。不分时间，用一般现在时）

就是说这个立法没多少用处，在regulate openairfire和XX 上。是weaken。
就是题目解释的， the point suggests less of need of legislation。

E是加强论证。A，所以B ....A是野外烧火有害，加强A 对应weaken题目里面的质疑论据。
