答案C. 为什么不可选A?表示过去用过去分词作定语不行吗?

该句化解为...thirteen states (which had/have ) ratified the constitution of the united states.省略which had/have.

另外,这句话的意义也不明白.原来十三个州中的第十五个?感觉不对啊,总共才十三个,怎么排第十五?

多谢解答,我老在这个知识点上犯病....

...thirteen states ratified the constitution of the united states =...thirteen states (was) ratified the constitution of the united states , so A is not the right choice.
