质疑一道PREP数学

          A certain city with a population of 132,000 is to be divided into 11 voting districts, and no districtis to have a population that is more than 10 percent greater than the population of any other district.What is the minimum possible population that the least populated district could have?
(A) 10,700
          (B) 10,800
(C) 10,900
(D) 11,000
(E) 11,100

答案是D 。这题的做法我估计是设最小的区有 X 人,10*1.1*X+X=132000,X=11000。但是为什么会假设另外10个区的人数都一样呢，题目说每个区最多不能比其他区超过百分之10，那么完全可以是一个阶梯型的递减，算出最小的区的人数，也就是应该用132000除以1.1的10次方啊。请NN指教！我知道PREP的题不可能错，一定是我理解有问题！

被这个条件限定死了，and no districtis to have a population that is more than 10 percent greater than the population of any other district.应该是没有任何区比另外的区多10%。

如果递减，最大和最小必定不是最合适的，最小的情况是每个区都比最小的区多10%，相当于其他的区各分了它10%的名额，个人理解。
