23.Argue S国的主要出口货物是sugar，但却遭受严重的trade deficit。于是专家就出来说话：说要降低sugar价格，就能在全球市场上获得竞争优势。从而增加销量，大大缓解贸易逆差。

原题猜测：The following appeared as part of an article in a weekly newsmagazine:

“The country of Sacchar can best solve its current trade deficit problem by lowering the price of sugar, its primary export. Such an action would make Sacchar better able to compete for markets with other sugar-exporting countries. The sale of Sacchar’s sugar abroad would increase, and this increase would substantially reduce Sacchar’s trade

deficit.”

Discuss how well reasoned . . . etc.

1.价格不一定就是决定因素，这个assumption不对，也许是别的原因，比如世界市场的sugar太多了
2.调价格也不一定解决问题，也许这个国家的sugar质量太差，所以要想改变竞争优势，还需要讨论别的因素
3. trade deficit 不一定就是出口不好啊，也许是进口太强。
