题目是说反对者认为Ban会降低收入,而支持者提供的证据是说来自已经执行了这个Ban的地方收入并没有减少。D选项说, 在已经执行了这个Ban的地方,还是保留了特殊的允许吸烟的地方, 也就是说这些地方实质上并没有执行这个Ban,从而削弱了支持者的结论。

E选项,说这些执行的地区的税收提高的更快,注意,这里是Sales Taxes, 消费税的数量,这个很难反映餐馆的收入吧,如果改成税率还会有点削弱的作用。

E说的是执行区税收不比非执行区增加快。改成税率的话,有可能削弱。
