答案是e，但我觉得d和e不都说同意意思嘛？都暗示警察多了但犯罪率不一定高

题干的意思是：那个新招收10个警察的建议是愚蠢的。。。。

E的意思是：M镇里的警察和居民的比例已经达到了一个程度。这个程度就是警察的增加会对犯罪有遏制的作用。（即招收新的警察是有效的）

两者是明显Weaken关系。答案就是E。
D是无关选项。

我现在看啊。D的不足之处在于
尽管不是所有arrest都result in convictions。但是officers多了，总共的conviction还是会多的。那这个削弱就不及E项的直接说根本抓的人就少了。

打个比方。。。多养几只猫的钱是有的，猫捉了老鼠，可能把它吃了，可能把它弄死了弄脏了地板。要处理弄脏地板的钱就没了。

按D选项：不一定所有捉老鼠都会导致弄脏地板
按E选项：猫多了，老鼠就不来了

E明显削弱了
