Why not A but B is  correct.

由题目可知household的集合比family的大，所以不一定所有的householders都能组成family，因为有些householder可能没有“at least one person related to the householder”。所以A错。

From the definision of household and family, does it mean household include several forms. One of the forms is family which include one householder and at least one person. So househod may include other forms, such as household including only househoder? In that, not all householders are the members of family. Is my understanding right?
