same terrain is talking about the type of land, not the size of the land.

We know nothing about which county is bigger from the passage.

需要大空地，给出2国地势相同，X国人口密度>Y国人口密度，

求削弱应建在Y国>X国

B说的是Y国总人口>X国总人口，但题目没说Y国面积>X国面积，无关选项~
