请指教：很难读懂的题，怎么处理呢？

先谢过大家进来看贴。需要声明的是，我不是为了投机取巧，我也绝对在老老实实的背单词，看难句，多做题，练速度，认真读，仔细理解。可是还是难免一些题，本来说话就绕来绕去，再加上几个生词，再来几个抽象词，真的很难读懂。

请问有没有类似的方法应对这种情况呢？多谢了！还是说题见得多了，总结了考点，方法，一种感觉就能知道（说白了，这就是蒙也能蒙对，对吗？）

这是一道我觉得挺绕，词也挺烦的例题。选自OG11黄皮101.

to an embargo, but such an action would be likely to cause international discord
over the embargo.
