问的是———支持换电话可以减少警报

因为D既没有没有支持reduce the prank call也没有支持without hampering people's ability to report a fire.

看清题目。题目问的是支持the announced effect。
A只要跟踪电话记录，就可以reduce the prank call。因为prank call made anonymously...

D是如果没有reduce the number of prank calls带来的坏处，并不能证明能达到reduce the number of prank calls或withouthampering people’s ability toreport a fire的作用
