The structure of this argument is as follows,
1. Opinion of the governor 2. The author's own opinion, followed by However 3. the premise to support his argument
Now take a look at all the choices,
A: not an assumption; on the other hand, it is more like another conclusion based on the author's argument. Moreover,if you negate A, you will get "not being able to take college-level course while in prison is likely to deter...." WHICH supports the argument. Thus, it is wrong. B.not mentioned C. negation, if that is false, which means, the group of inmates who chose to take college level courses were already less likely than other inmates, thus it doesn't matter whether they take or not.
